The FAA definitely had its share of struggles last year. After 23 short-term funding extensions, a two-week shutdown that left nearly 4,000 people out of jobs, and concerns about controller fatigue , the FAA ended 2011 with the resignation of its chief, Randy Babbit, who was arrested for drunk driving in December.
